#ICYMIVice Adm. James Downey, Commander, Naval Sea Systems Command (NAVSEA), visited MARMC this past Friday, at Building LF-18 at Naval Station Norfolk. Downey assumed command of NAVSEA during a change of command ceremony Jan. 3, becoming NAVSEA's 46th commander. During his visit, Downey met with MARMC leadership to discuss the command and its future.

Is naval command and control different from other domains? Perhaps a better question would be whether it is sufficiently different to require a different kind of understanding in order to make the whole joint piece work as designed? I sat down with the Royal Navy's Second Sea Lord, Vice Admiral Martin Connell CBE, last month for a chat about what makes naval C2 different, the issues facing navies (in C2 terms) today, and whether preparing naval officers for command appointments is good enough for the challenges of today and tomorrow.

I have long said sailors are mariners and warfighters first and foremost. So naturally, I find a lot to like in the below from the US Navy Office of the Chief of Naval Operations. Clear, succinct and on point. Clarity of purpose and a clear-eyed vision of the threat is important. Of course, a conflict in the Indo-Pacific would be catastrophic and we must do all we can to prevent it where possible. But failing to prepare for it or acknowledge it simply undermines deterrence. If conflict is to arise in the Indo-Pacific it will be fought across all domains, military and non-military but geography dictates it will likely be very much maritime in nature. We must prepare our maritime warfighters for this potential, and we must do so now, and hope in doing so we bolster our deterrence strategy.
