Not sure of consequences of it, I'm assuming GCC will be or have already issued a notice to stop works.
They have powers to order the Huns to put the stand back to its original condition before the works started but I think common sense will prevail here and they'll just give them the BW approval.
When they give them it is another matter. Could be weeks, could be months.
I'd be surprised if GCC were pressured into fast tracking it, there will be scores of other BW apps sitting in the to do pile.
Huns app is number 664 (i know, close, right?) of the year and was submitted in early April, so averaging about 160 a month. That's 8 per working day. And there's at least 663 applications with more priority than Huns not including any legacy applications from 2023 still in the queue.
It will be interesting to see how quickly they turn it around.

Planning an Warrant are unrelated matters. Different things. You get planning first, develop the consented design and make your warrant application. Only one connection between them…you can’t apply for warrant without planning consent….

From personal experience of Planning and BW for work done on my house you can submit them both about the same time.
BW can't be approved before Planning though.
So the Huns need their Certificate of Lawfulness approved by the Planners before the Building Control guys can approve the BW.
Another cog that needs to turn, adding more red tape and delays to the process.
Which is nice.
